My Lord,
I have the honour to inform Your Lordship
that I have had under consideration the question of augment- ing the staff of the Marine Surveyor's Office in the Harbour Department in order to cope with the increased duties now imposed upon it.
The shipping of this port is returning to pre-war figures rapidly and ship-building has increased greatly so that I am satisfied that greater assistance is required in order to maintain satisfactory surveying of ships frequenting this port. A greater proportion of ships are also applying for passenger certificates than in former days which still further increases the work of the Surveyors
I understand Mr. Robert Hall, who was appointed an Assistant Marine Surveyor in 1912 and who left the service with Government permission in 1917 to become Marine Superintendent of the Canadian Pacific Ocean Services is now returning to the Colony, and I should be glad if Your Lordship approves of this appointment if it could be offered to Mr. Hall at a salary of £400 per annum rising by annual increments of £20 to £500 and that half of Mr.Hall's previous service may be reckoned as service for pension.
